SDG&E’S 2026 CAISO Cluster 16 Request for Information for the Allocation of Commercial Interest Points
Overview
San Diego Gas & Electric Company (SDG&E) issues this Request for Information (RFI) seeking information from third parties (Respondents) with projects in the California Independent System Operator (CAISO)’s Cluster 16 interconnection queue seeking the opportunity to be awarded a Commercial Interest Point Allocation (CIPA) from SDG&E.

Selection Criteria or Consideration for the Point Allocation
To be considered to receive a CIPA in SDG&E’s RFI, at a minimum, Respondents must submit documentation that the project meets the following requirements:
- Site Control – at least 90% site control as required by FERC Order No. 2023;
- Transmission Plan Deliverability (TPD) available at the project’s Point of Interconnection (POI) to the CAISO and TPD available in the Project’s CAISO interconnection zone (not applicable for Energy Only projects); and
- A completed SDG&E RFI Offer Form
Respondents are encouraged to provide additional information so that SDG&E can fully evaluate Projects. For additional criteria, see the SDG&E’s RFI protocol document.
SDG&E reserves the right to allocate its commercial interest points to Respondents at its sole discretion consistent with all applicable laws and regulations.
Registration and Submission Information
Respondents must read the RFI Protocol document to fully understand all aspects of this RFI. The RFI protocol, submission documents and all subsequent revisions and documents are available for download from PowerAdvocate®. Respondents are responsible for monitoring the RFI Website for subsequent updates, notices and postings.
Respondents must submit proposal(s) into SDG&E’s 2026 CLUSTER 16 RFI event on the PowerAdvocate® website that includes the following:
- Site Control Documentation
- Evidence of TPD Deliverability at the Interconnection Zone and at the POI
- Completed RFI Offer Form
- If applicable, Exclusivity Agreement or Respondent Opt-Out
- Any requested redlines to the Exclusivity Agreement form
