Base Services Charge and Deed-Restricted Affordable Housing (DRAH)
Per the California Public Utility Commission (CPUC), customers who live in Deed-Restricted Affordable Housing units on the California Housing Partnership's (CHP) affordable housing list are eligible for a discounted Base Services Charge of approximately $12 a month.
DRAH units are rental properties on the CHP affordable housing list, requiring residents to earn 80% or less of the Area Median Income. Based on the CHP list, some customers will automatically see the discounted Base Services Charge. Other customers will need to attest to living in a DRAH property. Those customers who need to attest will be sent a notification from SDG&E. If you have received a notice to attest, you can attest online here.
Note: If you were automatically enrolled or do not live in a DRAH property, you do not need to do anything.

If you have questions about your DRAH status, please call 1-800-411-7343. Please note that SDG&E cannot add properties or otherwise modify the CHP list.
If your property is removed from the CHP list or you relocate to a non-DRAH property, you will no longer be eligible for the discounted DRAH Base Services Charge.

Living in Section 8 or low-income housing does not automatically qualify you for the DRAH discount as your property must be on the CHP list. However, you may qualify for a discount through enrollment in income-based programs such as CARE and FERA, which will provide a monthly bill discount and a Base Services Charge discount.
